Stock the Expense Items with Zero cost and consume it based on a Request

Hi All,
Customer has many Divisions & Departments, for which the Stationery Items are procured in bulk numbers. However, to streamline the process, client requires to Stock these items in a common location and issue based on a request from End users.
Below is our suggested Approach. Kindly share your thoughts on the solution :
- Create Stockable, NO Costing Enabled Item
- Receive them into Storage location.
- Ask End users to create DOR requests using My Requests (HCM). They can maintain the Master Item codes in Excel and enter the same in the request or attach the file.
- DOR request is sent for approval to storekeeper.
