Payment Instrument Feature - Ability to charge credit card directly on Payment

With recent Visa on file Mandate, we have to enable Payment Instrument feature. We dont usually store credit card information in NetSuite. From my research, it looks like with this feature, there is no option but to store credit card in customer record.  Is it possible to have this feature enabled and still be able to apply credit card directly on Payment without adding payment instrument on customer record?
