3rd Party Billing - Shipping charges show on order when Do Not charge setting on 3rd party is set.

Why is NS still showing/charging Shipping on Sales Orders when they order is set to ship 3rd party and I have all the fields populated?

The IF has the 3rd Party details populated and is still wants to calculate the shipping

I should be able to use the Standard Fed Exp Shipping item I have set up correct?

Any thoughts
