Why are Commissions not eligible on Collections paid via Gift Certificate?

Has anyone noticed that you have commissions being hung up on collections where the invoice is paid by GC?

I am not 100% sure this is the case, but it seems like it, and I can't find anything talking about it.

I assume that since the GC isn't a CASH collection, it isn't considering that amount to be eligible.
