Permissions to use SuiteCommerce SMT?

Short version: Is it possible for a non-admin role to do anything useful within the Site Management Tools?

Long version: My organization is running into some trouble with the SuiteCommerce Site Management Tools. We have a new hire whose entire job is to update content on our website. We use SuiteCommerce and have lots of landing pages.

I asked my ACS consultant how to get the SMT Links portlet on the new hire's dashboard. She told me that portlet only available to the Administrator role. Strange, but okay. We gave new hire our seldom used custom site management role (based on CB2B - eCommerce Manager role from bundle 239173) that our SuiteSuccess consultant set up for us when we launched SuiteCommerce, but there is no way to reliably log into the SMT. When opening a bookmarked link to the SMT, we get a "refused to connect" error.
