Get email notifications when Items' reorder points are reached

I see that there is a "Inventory Level Warnings" checkbox in Set Preferences for the user. However these are notifications from Netsuite while entering a sales order, correct?

Is there a way to set up email notifications when an Item's specified reorder point is reached? And is the only solution a workflow..and not anything that can be done through user preferences or in advanced inventory, etc?  I see in previous forum posts that I may be able to created a simple saved search and that can notify via email, but I can't seem to tie "location reorder point" and "location on hand" compared (less than / greater than) to each other? They can only be compared to specific numbers?
