Cannot remove credit cards from customer record

The last few days when we try to remove a credit card from the customer record, either because it has expired or they inform us they have a different card, I am getting the following message on a notice screen.  "This record cannot be deleted, because it is referred to by other records." 

Any ideas what the problem might be?  The customer has no open orders that the credit card might be attached to.
