Restrict values in County/State list on Address Form

I have a requirement to remove county / state values from the State / County drop-down on the Address form.
I believe you should be able to define a custom 'blacklist' which if a county / state is on this list then it would not appear in drop-down list.
Can this be done?
How do I do it?
