Verify Address is residential or business

We have been charged a number of penalties from FedEx where we have a customer with a business name actually ship to a residential area.  There is an approximately $5.00 penalty we are being charged is we select FedEx Ground instead of FedEx Home but then goes to a residential area.

Is anyone aware of any software solutions that may be out there that I can validate a ship to location as residential or business?

Does anyone else have this issue and have a potential solution?
