Email Notification on First Item Fulfillment (only) of a Sales Order

We need to create an very simple email notification upon the first item fulfillment of a sales order.  I have tried creating a workflow to do this, but I keep getting a netsuite suitescript error each time I submit a fulfillment.  Also, I tried creating a saved search to send an email notification upon update and I get an email for each and every fulfillment.

Anyone else ever needed this and successfully created a notification for the first fulfillment on a sales order?
