Selling items in bulk packages- contractor packs- Best practices

We sell over 1000 items in individual quantity on our website.  We want to be able to offer these same items in bulk contractor packs with a drop down similar to a matrix item would offer.  IE   qty 1-   qty 5 pack - qty 50 pack.
