Tracking Number in non-fulfillment email

Is there a way to create an email template that includes a customer's tracking number for their order other than the default fulfillment email (or is there a way to resend a fulfillment email after the fulfillment has been created)?  I've tried creating an email template, but for some reason there is no Tracking Number field exposed in any of the lists for various fields.  I can get all sorts of other order information, but not the tracking number.
