Different Sales Tax Rates for specific item types

In New York State, clothing is exempt from the 4% state tax.  We have been struggling with how to set up Sales Tax so that if an item is clothing it is taxed at 4.75% and all other not clothing taxable items are taxed at 8.75%.

We do have advanced taxes turned on but have tried many different ways and still cannot figure it out.

Any ideas out there?
