Custom role: Sales Reps in the Establish Quotas Dropdown

We really need to give an individual the ability to create / update Sales Rep Quotas even though this person is not their Supervisor.

The person has Full permissions to both Employees and the Employee Record.

Is there a permission setting / workaround we can use? SuiteAnswers (Answer Id: 33372)

Custom role is not able to see all of the Sales Rep's name in the Establish Quotas page
