System seems to be overriding allocations

We are seeing an issue with the reallocation of items that the system seems to be doing automatically. I printed a snapshot of the allocation to an item 9am. I reallocated 2 items to a customer and no one touched anything else. I looked at the same allocations for the same item an hour later, and the 2 I took from one customer an allocated to another were back and other item counts are off. It is causing huge issues in our shipping department and not being able to fulfill orders properly.

Does anyone know of an audit log of some sort that can show me what is happening? Is anyone else seeing this? seems to have started yesterday
