How do you allow free shipping on non-inventory items?

We are looking to make sure non-inventory items get free shipping.  What we are finding is that when you add a non-inventory item to an order, it still charges shipping.  These are simply subscriptions if you will.  We have shipping cost set to 0, handling cost set to 0.  These can also be added to orders with other items that should receive shipping costs so we can't add the item to "Free Shipping Items" as it will qualify the entire order for $0.
