Associate a separate vendor Bill record as shipping cost for sales order

hello,

we have a situation where we shipped items to the customer but they don't need to pay for the shipping cost. the shipping cost we record in netsuute as a separate vendor bill record. how do we make sure this vendor bill record is included in the cost for the items in the sales order?
