Overhead Calculation in Assemblies

We are in the process of setting up Netsuite for a July Go Live.  I was under the impression assemblies were set up to handle labor and overhead.  I cannot find how to do this.  Now I am thinking I have to set up a non-inventory item for LABOR and another for OVERHEAD.  I could really use some input on how to handle this.  Thank you
