How to map internal ID and upload bill csv template using csv import assistant without Admin access

Hi,

As a non admin user, how can we use import assistant to upload Bill template and have internal ID as an mapping field?

In addition, JE imported using csv import assistant doesn't land in approver's Q. How can we address this?
