Drop Ship - prevent accidental fulfilment

In NetSuite is is not possible to fulfil a Sales Order line item that is marked Special Order until the linked PO is received.

However it seems that you can fulfil  a Sales Order line item marked as 'Drop Ship' - regardless of the state of the PO.

Is there any way to prevent these being fulfilled accidentally?

Our process states that Delivery and Drop Ship orders shouldn't be placed on a single Sales Order (but that relies on user competence!). I am going to look at the new Workflow sublist items in 2020.2 to see if I could prevent this using those?
