Creating a search for Sales Orders that can be fully fulfilled

Greetings,

I've been pulling my hair out trying to make a saved search that identifies sales order that all items are committed for, but not yet shipped. This should produce the same results as the reminder "Items to fulfill", but I cannot for the life of me find the right transaction search criteria to identify sales order "pending fulfillment" where all items are committed.

My use is that I'm running a report to let our install department know when it's safe to book the installation of the product.

Any suggestions would be appreciated.
