Why are some Serial Numbers not available on the Inventory Detail of Work Order?

When I see the Serialized Item number's "Purchasing/Inventory" tab, the system shows a quantity on hand that ties with the Inventory detail tab, which shows several serial numbers that add up to that total. However, wen I try to issue material for a work order, the system only shows 1 serial number available in the "Inventory Detail" screen, and allows only the quantity available for that serial number.

Why is this happening, and what would be the best solution?
