How to exclude Dropship Orders from being fulfilled on Fulfill Orders page?

The PO's are not yet received, however when fulfilling the sales order, the line item fulfillment defaults to checked (true). Shouldn't the line that is associated with the un-received PO default to unchecked (false)? Is there a setting to change this?
