How to restrict a user for a certain item?

I would like to restrict the user to use certain item but I don't have any permission subtab/tabs in the item. I tried using item collection but I was able to restrict the user for item collection and not for the items inside the item collections. Is there any way to restrict a certain item for a user? Please advice.
