NetSuite Connector: Error: "Invalid customer reference key 999 for entity 555"

The NetSuite Connector is showing error for Expense Report integration

ERROR: "Project XXX - number 200" was not exported. NetSuite error: Error occurred while trying to add record #0: Invalid customer reference key 999 for entity 555.

I have checked the user is properly added to the project. The customer/user/project are all active and the subsidiaries match.

Not sure where else to check.
