Shipping Item-How we can get information shipping rate for all weight range

As we can manage shipping rates on the basis of item weight with in a shipping Item.
Means a shipping item can have multiple rates according to weight range.
We are able to get list of shipping methods but not able to get rate.
My question is:- Can we get all these information using web services? If yes then what is the procedure?
