Email from Saved Search triggers multiple emails

I created a saved search that is set to alert a small list of users whenever a specific item is ordered by any customer. My criteria is set to:

and my schedule is set to:

However, so far all users have received 5-6 email alerts for the same order, and all emails are sent simultaneously at the same time. Why does this occur?
