Create a task with a workflow

I want to create a task from a workflow. My dilemma is that I want to create this based on the hire date from the employee record. This would not be an event-based workflow as there are no actions going on.

For example, if the hire date is between 60-90 days, I would want to create a task and assign it to the employee's manager. If I create a search for 60-90 days, how would I get them to not show if the task has been completed?
