Email Attachments being sent as HTML even with default set to PDF

Is anyone else experiencing this issue? It started about the end of April. I have a few users that all of sudden and it's random but the attachments to emails are being sent as html and not pdf. We have double checked all settings and they are set to pdf in the set preferences for the user and the customer is also set to default. I am going to submit a ticket but I wanted to check with anyone else.
