JD Edwards EnterpriseOne Human Capital Management Foundation has enhanced Pay, Deduction, Benefit, and Accrual setup and processing to make it easier for HR benefits and payroll administrators to comply with various federal, state and local paid sick time laws.  Refer to Paid Sick Compliance (Federal, State and Local) (Doc ID 2290156.1) for information on obtaining the new functionality via Electronic Software Updates (ESUs).

 

How To Set Up and Process Paid Time Sick Accrual (Federal, State and Local) (Doc ID 2326316.1) provides information on the required setup.

The Occupational Safety and Health Administration (OSHA) has amended US Federal Regulations for Recording and Reporting Occupational Injuries and Illnesses. The new regulations impact JD Edwards EnterpriseOne Health and Safety Incident Management (HSIM) and JD Edwards EnterpriseOne Human Resources Health and Safety Management (H&S) as follows:

 

Reporting Reportable Injuries (§1904.39):  Reporting fatalities, hospitalizations, amputations, and losses of an eye. Fatalities, hospitalizations, amputations, and loss of an eye are defined as ‘reportable’ injuries. Reportable injuries must be reported to OSHA immediately (8 or 24 hours depending on injury). Additional fields are needed to distinguish between a recordable and a reportable case and to track information about reportable injuries.

 

Electronic Submission (§1904.41):  Electronic submission of injury and illness records to OSHA. Establishments are required to electronically submit injury and illness records. Existing reports for recording injury and illness data must be submitted electronically.

Year-End Processing

The JD Edwards Year-End activities are in full effect.  Year-end processing pertains to US and Canadian Payroll and the Affordable Care Act (ACA).

Health and Safety Incident Management (54HS) has been enhanced to include additional flexibility for filtering incidents by establishment, updated notifications to include incident date and time, and expanded color coding for incident severity.

 

Case Inquiry (P54HS210) - The Establishment field default is optional

The following changes were made to the Establishment field:

  • Changed the processing option and filter field so that Establishment is no longer a required field and wildcard search is allowed.
  • Added a processing option to lock the Establishment field to optionally disable the search field.
  • Added a processing option to default the Establishment from the logged in user's establishment defined in supplemental data Code E, Type EN.

 

Management Incidents (P54HS00) - More colors are available for Incident Severity

8 more colors (lack, Blue, Navy, Maroon, Purple, Green, Teal and Silver) have been added to the Incident Severity. When the color is labeled in the special handling code of the UDC 54HS/SV, the incident severity on the Manage Incidents form will highlight using that specified color. The highlight displays on the Incident tab, the People tab, and the Equipment tab.

 

Incident Notifications (P54HS02) - Date and Time notifications added to incident notifications templates

LMHS001, LMHS002, LMHS003, LMHS004, LMHS005 - Data Dictionary was updated to include incident date and time.


N54HS130 - Send Incident Notification was modified to include the incident date and time on the Send Message definition.

  • Send Incident Notification - Incident Time added to D54HS130
  • Send Task Notification - Incident date and time fetched from F54HS01.
  • Send Task Reminder - Incident date and time fetched from F54HS01.

P54HS02 - Incident Notifications was modified to fetch the incident time from cache and pass it to the Send Incident Notification function.

Now that your IRS ACA test file is approved (status moved from test to production) are you scratching your head trying to figure out what's next?  Per the IRS, you are required to wait at least 48 hours before sending your production file to the IRS.

 

You can also refer to the AIR Transmission checklist on the AIR site for a complete list of what is required.

 

Note: Don't forget to contact the help desk (1-866-937-4130) for confirmation and update of the TCC and/or Form Status.

Before submitting your Affordable Care Act 1095-C and 1094-C electronic files, you must submit a test to the IRS with a sample from your records. The IRS has provided a few test scenarios that you can use.  JD Edwards EnterpriseOne recommends using IRS Test Scenario 7.

 

Example of How to Set Up Test Data for IRS Communication Test Scenario 7 (Doc ID 2132236.1) provides a step by step process for creating your test file. In addition, examples of the transmission and manifest files are provided.

 

Note: Please be advised that you cannot submit your test to the IRS until JD Edwards EnterpriseOne software is certified.  We are currently awaiting certification. ACA Phase II - 1094-C and Electronic Filing

On March 30, 2016, JD Edwards EnterpriseOne announced the availability of Phase 2 of the ACA Health Coverage Information Returns for releases 9.0 and 9.1.


ACA Health Coverage Information Returns support new employer reporting requirements under the Affordable Care Act health care law. Under the Affordable Care Act, applicable large employers (those with 50 or more full-time employees) must file information returns with the IRS and also provide statements to full-time employees about health coverage the employer offered or to show the employer didn’t offer coverage.

The year-end process requires that you run the repost, R07136.  We have found that when the repost is run, the incorrect PSD information is updated to the F06136B (tax information) is history file for PA.  The incorrect information will affect the information reported on your W2.

ACA Reporting has a lot of moving and intricate components.  At times, it can cause you to second guess yourself or question why something isn't working as you expected.

 

A Set up and Troubleshooting Guide has been created to help you with some of your inquiries.  It just might be lead you to correcting what you see is wrong or confirming that your set up is correct.

Another great document is Affordable Care Act (ACA) Reported Issues (Doc ID 2086250.1). This document is updated as issues are discovered. Note: You will notice that some reported issues only show for one release. This is the release where the issue was found.  Any duplicate bugs will be entered as the bug progresses.

It's that time of year again for year-end processing (W2, T4, etc.).  The Year-End ESUs for US and CA 2015 Year-End processing are available.

All year-end information is available on the Information Center: Payroll Year End Processing in the JD Edwards EnterpriseOne US, Canadian and Australia/New Zealand Payroll Products (Doc ID 1377566.2).

On November 10, 2015, JD Edwards EnterpriseOne announces the availability of Phase 1 of the ACA Health Coverage Information Returns for releases 9.0 and later.  ACA Health Coverage Information Returns support new employer reporting requirements under the Affordable Care Act health care law.  Under the Affordable Care Act, applicable large employers – those with 50 or more full-time employees, including fulltime equivalent employees – are required to take some new actions. These employers must file information returns with the IRS and also provide statements to full-time employees about health coverage the employer offered or to show the employer didn’t offer coverage.  All applicable large employers are required to report health coverage information for the first time in early 2016 for calendar year 2015.
