Remove automatic filter from reports on customer portal

I am trying to display a report on my customer portal, but it is automatically filtering out all incidents and leaving just the ones that the contact (primary) can open there on the portal.

I've implemented the capability of secondary contacts to open the incidents, and now i want them to see the list of incidents, but it appears empty to them (secondary ones) because of that "primary only" filtering.

How can I stop this filtering?
