Able to edit/delete referential data out of my scope using workforce structures

Able to read/edit/delete referential data out of my scope using workforce structures for Grades / Positions / Departments / Locations beyond my scope

When accessing the "Workforce Structure" functionality, I am able to access and manage (read / edit / submit / delete) the referential for Grades / Positions / Departments / Locations beyond my scope. I have verified data role and security profiles (Org sec profile, person security profiles) and it was restricted to my scope. Job role is inherited with 'Workforce Structures Management duty'  where i see data security policies for 'Grant on Location' for example has been provided with data set 'All Values'. I tried to change to 'select by instance set' and provided condition 'Access the location for table PER_LOCATIONS
