Is it possible to know contact status in post_incident_create hook?

I'm using a post_incident_create hook for the "AAQ" page. In the $hookData, would it possible to know whether the contact that was  associated with the incident a new contact or an existing one?

The use case is such that post incident creation, if the contact associated with that incident was already present in the system, populate a couple or more fields and if it was a new contact, do nothing.

One solution that I have in mind is counting the number of incidents associated with the contact and if it turns out to be one, compare that incident ID with the one that just got created. If they are the same, it means it was a new contact.
