Chat Requests with Data in URL going to Default Chat Queue

I have set up Product-based queue routing in one of my interfaces. For testing/development purposes, when I go from the Customer Portal to the Launch page, routing works as expected. Example:
Selecting "Business" from the Topic field (renamed product field to Topic) routes the chat to the queue TRC - Business. Selecting other Topics will route to other queues.
However, in production we do not use CP - we go from a "Chat" button on our site to the interface Chat Launch page, passing end-user account data in the URL. Example:
