You follow best practice methodologies which can include running a time series based prediction and using what-if scenario analysis.
Performing Top Down Sales Quota Planning
Learn how to distribute sales quota targets throughout your sales organization. After setting sales quota, you run allocations to push sales quota data down the hierarchy and can either push it one level at a time or all the way down to customer accounts. You then review assigned quotas and make any necessary adjustments.
