The possible values for the product type tax determinant are Goods and Services.

The default value of the product type is based on the requisition line type purchase basis. You can verify the line type purchase basis from the Manage Purchasing Line Types task in FSM. If the line type purchase basis is Goods, then the product type tax determinant will default to Goods; and if the line type purchase basis is Services, then the product type tax determinant will default to Services.  

Users can override the product type default value in Edit Requisition page before submitting the requisition for approval. The Tax region in the Edit Requisition page is
