Test site refresh full clone from production

Will accounts in test be synced with production during site refresh process.

Hi , we are planning on refreshing our test site (full clone). We have accounts in test that don't appear to be present in our production instance. My question is does the refresh process sync the accounts from test to production or do I need to manually re-create all of the accounts in our test instance once the refresh is complete?
