Knowledge Advance Content typevisibility issue

Some users cannot see content typeContent
Ok Community I don't ask questions often I usually try to answer them.
I have a content type that was created in KA and the profile I belong to can see the content type. I made some changes to include others but nothing seems to be working.
I read that I may need to reindex but that option is not showing up in tools.
So question 1: What setting could I be missing?
Question 2: Why do tools in authoing only show global find and replace
