BUI tab set right scroll arrow flashing in IE

in IE, a right arrow is flashing when workspace displays even though tab set doesn't need to scroll

When I view my BUI workspace in IE, at the far right of a tab set there is an arrow that flashes on and off incessantly.  When I view the same workspace in Chrome, it does not even show up.  I have set the tabs to wrap so there should never even be a need for that right arrow but I don't seem to have any control on it's display within the workspace.  Has anyone run across this issue before and what did you do to stop it flashing or even displaying at all?  The css shows display:none, but when
