BUI issues with notifications and toast pop-ups

The Toast alerts for notifications only seem to pop up when I access notifications and click on one

The  toast notification should pop up to alert the user that something has occurred that needs their attention.  In BUI, in the notifications section, I can send a notification.  But the toast does not ever appear on my screen until I go into notifications and click on the new one.  That seems to be totally useless. Is this working as designed, is there a setting I'm missing, or is this a bug? Toasts do pop-up for me in the .Net view.
