I saw a forum post yesterday from a  customer reporting the mentioned issue in Update 19A. There have been quite  a few requests for this issue to be resolved earlier as well.

Issue:

The Purchasing News region was not displaying all the text content and truncating the details.

This issue has been fixed in Update 19B through bug # 28891116
