This last week, a customer had an issue of requisitions not automatically converting into a purchase order. I had previously published an article to triage this based on specific changes introduced in Update 19A: https://cloudcustomerconnect.oracle.com/posts/11bc07966e

Support triaged the root cause in this specific case to be:

Although the item in question had a BPA associated with it, the item category that was assigned to the item was different between the requisition and the BPA. This caused the BPA not to be auto-sourced on the requisition and failed order creation.
