Solutions to inter-company/project not involving intercompany AR

Does anyone have a solution in PPM (Cloud) to "Business Unit/Ledger" cross-charge solution not involving the standard intercompany/inter-project billing solution?

Client has multiple Business Unit/Ledgers (based on country) and does not have Oracle AR implemented.  Project timecards from various ledgers need to charge against another Business Unit/Ledger.  Additionally, these costs must be capitalized in the Project Ledger Fixed Assets.

Classic solution is to use Inter-project billing (because of the capitalization restriction) by setting up matching projects in the provider ledger/BU and link to a receiver project in the receiver ledger/BU.  However, this involves setting up AR which the client does not need nor wants.
