Request Username not sending link to Create an Account when e-mail not in already in system

Wording on the Request your username on the Account Assistance page states that a signup link will be sent if the e-mail entered by the customer is not in the system, however, the pop-up on the widget after submission gives reasons why the e-mail would be received including that the e-mail was not associated with an account.

My tests so far have not seen the sign-up link sent even when I delete the entire account and resend, however, I do see the e-mails when the e-mail is in the system. Is this is the expected behavior when a user attempts to recover their username when the e-mail is not on file? We are using version 1.3 of the EmailCredentials widget along with the Login Retrieval Email Message template enabled.
