Customize template for incident response

Hello everyone!
How from the response of an incident can I add an HTML template?
I have followed the documentation and I go to the route:
Settings> Site settings> Message templates
Select the option: Administrator emails in the top panel
But in response I only see forwarding of replies. And what I want is for it to be in functionality
Incident> Add> Response
Attached document to evidence the process (Process_Template)
I appreciate any help
