This issue has also been brought more than a couple of times in various forums. I think it is important for you to take note of this.

Issue:

Budget control enabled lines must not be allowed to be split in Process Requisitions.

Fix:

Fusion Self Service Procurement has added a validation check to ensure that a split is not allowed for such requisitions unless the Funds Status is set to Not Applicable or is Null.
