Access to Customer Data Management to Edit Addresses

I'm needing to identify the privileges that allow a user to go to an organization under CDM, mark an address as primary and enter a "To Date"


I'm having difficulties in identifying the privilege/combination of privileges to assign to a job role/create a custom duty role in order to add the functionality to a user's job role where the user can go to Navigator> Customer Data Management > Organizations>select an organization>Highlight an address and mark as primary>edit an additional address under the customer profile and mark it with a "to date".

Customer Data Steward gives too much access and adding the Party Center Management duty role doesn't give enough.
