Okta SSO for agent login on multiple interfaces

We had Okta SSO working fine for first interface so far, but when we added 2nd interface and enabled SSO, it only works for one interface at a time, not both.

When we reached to Oracle support, they requested generate custom certificate with Okta but Okta support responded that this is not doable on their end.  

Has anyone run into this issue before? How did you handle it?
