Changing the order of Customer Object Business Rules

I may be being stupid here, but I cannot see a way to change the order of Business Rules for Custom Objects. To work-around this issue right now, I've had to delete the first Rule, and then re-create it so that it executes after the 2nd Rule that I'd added (so Rule #1 is delete and re-added to effectively become Rule #3).
There also doesn't appear to be the "Rule State" functionality, nor the ability to group Rules into Functions...
