I've implemented an IP address block on our Customer portal due to a nuisance end-user. Naturally, I don't want to convey how they have been blocked as this will just push them towards using a VPN. 

The error message that is displayed (attached) outlines that the IP address in question has been blocked. 

Can this page be amended to something more generic using WebDAV? If so, where can I find the page in question?
